How to obtain hotfix(es in general or) for a specific problem?

MS says at this site this is a problem yet there is no link to the sa-called
hotfiz that solves this problem. Is this MS general way of fixing their
stuff?

I did that already, but it asked me to pay $35 !!!

If you call concerning that particular hotfix, Microsoft
will waive any fee.

Fees will be waived if you are calling regarding a specific hotfix,
provided you can satisfy the Microsoft support person that you have
the *exact- configuration and symptoms described in the article and
not just something similar to it.

Also if you digress from the subject of the hotfix and start asking
about other support related matters then the call will be considered
chargeable.
