When I right click my computer and open the properties tab my processor speed
is displayed as  798 mhz which is surprising as its an AMD Turion 64 2.0ghz!
all other performance display options via controll panel etc show the correct
speed. When I tried to download a game from steam it told me my pc was not
compatible as I only had an 800mhz cpu.Any ideas on how to sort this out and
does anyone know if this error is affecting general performance?

Go to Control Panel > Power Options and check the Power Scheme in
effect. Try Something like "Home/Office Desk" or "Always on", and see
if it makes a difference.
