powerup problems

I fear I have tinkered with my system too much. When powering up, my machine
got to the Windows logo then the screen went black. I could hear the end of
the loading up process but couldn't see it. After an attempted repair with
the Recovery Console, the system now gets to the Windows logo then hangs on a
two tone blue screen with words 'setup is being restarted'. Has anyone got a
clue?

i have almost the same problem, i installed a new cooling fan because one
died, and now when i get to the windows logo screen my screen goes blank and
my computer restarts, i haven't even been able to get it to boot in safemode
