I recently tried to update some programs (QuickTime, iTunes) and install
Norton 360. In doing so, each time I received this error message: “Windows
Installer Service can not be accessed.” The error message says I'm either
running Windows in Safe Mode (I'm not) or that Windows Installer is not
correctly installed.
I went to the MS site and downloaded Windows Installer -
KB893803-v2-x86.exe. It has failed to install on my computer after five
attempts.
Also, starting a few weeks ago, each time I boot my computer I receive this
error message: “Update Manager – An error occurred while creating the main
dialogue. Please re-install the program.” I don't know if the two problems
are related.
I use XP Home Edition.

I get the same "windows installer" error message after trying (in vain) to
uninstall quicktime. I can't install any programs on the computer.

I get the same messages you have.. saying i must be in safe mode..

I'm having similar problems with being unable to download programs, and
getting a Windows Installer error message. If you find a solution please
