Windows Installer Patch (windows\installer folder)

My Dell Latitude has over 25GB of .msp files in C:\windows\installer hidden
folder. I believe it is so large because Windows Installer got corrupted and
later created multiple copies of installer patch files.
What is the best way to rectify this problem or to free up space on my HD?
Can I safely delete most of these files without crashing my PC?
Are they all associated with MS Office or MS Windows?
