Security Centre

When I click on the security centre icon on my control panel it opens with
the message that "The security centre is not available because the "Security
Center" service has not started or was stopped. Please restart your computer
(or start the "Security Center" service) and then open the Security Center
again. When I go into the firewall it tells me that that is on and I am also
set to automatically download updates. Is this something to worry about? Why
is it telling me it is turned off and how do I turn it back on? I have
recently downloaded service pack 3 and this has made no difference.

Service Pack 3 for Windows XP has not been released.
