Task Manager CPU Time of a process increases

Hi All,

I have an application running in my Windows 2003 Server. The process
CPU Usage seems to be low. But its CPU Time viewed from the Windows
Task Manager seems to be increasing.

What does this actually mean?
What can be the proposed solution for this?
