Recycle Bin

I have an icon for my recycle bin but I can't get anything to work.  I have
been deleting itmes but i can't run my recycle bin correctly.  If I right
click on it, my only options are to cut, delete or create short cut.  Help
..... I'm not computer savy so be kind. ha ha ha Thanks in advance for any

Left click opens the recycle bin.  On my computer, there is an option to
clear every thing out.

I did try left clicking but nothing happens.  I just have an icon that is
there but doesn't work. I even went to windows explorer to find my recycle
bin to delete unwanted files that way and it's not there.  I really messed up
something. ha ha ha

Does the Recycle Bin empty if you select Start, All Programs,
Accessories, System Tools, Disk CleanUp to Empty your Recycle Bin and
Remove Temporary Internet Files.
