Any practical guide on managing IT infrastructure?

Will my approach right?
I will count physically how many workable PCs and Monitors in the office.
then I will count how many software installed in each PC based on purchased
licenses, then I will set security policy on shared files, what is next ...
Do I miss anything if I need to manage a network in office?
Could anyone give me any suggestions?

"Do I miss anything if I need to manage a network in office?" - rather a
broad question, asked in the wrong place. Why have you been given this
task? - you sound like you're floundering and perhaps the wrong person to be
doing it. My suggestion is to go to your manager and get more specifics on
what he or she wants from you, then go and do some (a lot of) research of
your own.
