I did several of the XP Performance and Maintenance items and next time I
started my Dell XPS400 running XP I had no D or E drive, no IE, no Player
365, and other TBD. Could not do System Restore or reinstall the optical
drives. Anyone know anything about this? Thanks.

Of course we all know which "XP Performance and Maintenance items" you
performed and no need to explain explain what "other TBD" means.
The information in this article:

will help you create a question that is more likely to provide the
information you are seeking.

Without a complete list of what you did to you system, the only thing that
could be suggested is to to a repair re-install of your XP. This would /
should replace the missing drives, IE and System Restore.
There are several Performance and Maintenance "guides" on the web that are
fakes and bogus!
