This Page Cannot be Displayed Errors & Additional Questions

Hello:

Recently, I have been getting "This page cannot be displayed" when browsing.
I get this message mainly when I am on a site and clink on a link within the
site.  My overall browsing experience has been slower recently.

My habits:

Ran Microsoft Windows Malicious Software Removal Tool today--no infections
found.
Run Disk clean up once a week.
Defragment once a week.
Run Avast Anti-virus at least once a week.
Automatic Updates on.  Run "check for updates" manually on occasion.
Use Windows firewall.
Pop-up blocker on.
Phishing filter on.
Do not game.
Occasionaly view video, webcasts, and other media.

Recent Downloads:

Haute Secure--in beta stage.

Questions:

1.  What could be causing page display errors?  Suggestions?
2.  Should I update to SP3 if system was up-to-date prior to its release?
3.  Please recommend plain English reading material on how to optimize
processes running in background and at start-up.  Clueless, but think this
area may be causing my slower performance issue.
4.  Driver updates?  Unfortunately, I got into a nasty discussion in the
Dell forum and would like to know your opinion on updating drivers if they
are not broken, even if urgent updates are recommended.
5.  How do I know if I have an external router?  Is this something I
would/could have ordered with my original purchase?

I apologize if I have asked too many questions or violated posting protocol.
I hope my questions are related to this forum.
