XP SP3: File Read operation is extremely slow

Laptop Compaq nc6220, 512MB mem., 60GB hdd NTFS formatted, Windows XP SP3
I'm tired looking for solution... please help me somebody!
When I copy any file from hdd to usb, network or to the same hdd another
folder the transfer rate is about 200kbp/s!!! For 100MB file it takes hours.
But write operation is ok - about 15-20 Mbp/s.
So first I replaced hdd with a new one - no help.
Then I deleted IDE controller from Device Manager and reboot twice - no help.
I stopped unnecessary services and unload antivirus - no help.
I setup 3rd party cache manager software - no help.
I reinstalled Windows from scratch. Problem disappeared and...... appeared
again after two weeks!

HELP ME!

Using FileMon I have found that file reads by portions of 65535 bytes.
On my desktop this value is 160 times bigger - 10485760
How to fix it?
