Do you need tick on Apply when you make the settings change? I
automatically click on Apply and then OK just to be sure.

I have done that time after time but it does not help. After every restart
it resets itself to the default settings.

Just a possibility. Turn off your anti-virus and anti -spyware software
and boot to safe mode. Make the changes and return to normal mode.
Reactivate your security software. It could these programmes are
interfering with registry changes.
I also suggest you post details of your anti-virus and anti -spyware
software plus firewall.
