HOW TO: Change the COM Port Number

I have a plotter/cutter that uses com port 8.
a program I need to use only goes to com port 7.
I have XP and have tried to cange it in device manager but there isn't a
place to do it.

how to assign a COM port in Windows XP

and found very many hits. I suggest you give it a try.
