Any program the will open a .tif file should have
an option to "Save As" .jpg or any other format
you choose.

You could use MS Paint or you may want to
download and try the freeware program..IrfanView:

You can also use one of my viewer programs: Visere, which allows you to
batch rename from JPG to TIFF and from TIFF to JPG. You can try Visere
