Windows XP SP2 fixes this problem.

My problem is that Dell installed a trial version of Paint Shop and now I
don't want to buy the whole program and still want to be able to view my
pictures, what can I do? How can I make the pictures viewable by my Windows
programs I have as now I get the screen saying that my trial perios has
expired. On my HP I used to just be able to click open and it would be
opened by a picture viewer not any specific software I don't think? HELP!!!!

Right click on a photo.
Click on Open with on the opening list.
Click on Choose program on the opening list.
Click on Picture and Fax Viewer on the opening list and check the box
"Always...."

Associating the file with Windows Picture and Fax Viewer will work when
clicking on a file.
Right Clicking then choose preview opens the file in an image editor at
least this is what it for me prior to SP2
The preview function has been fixed with SP2 so when you choose preview
images open in WPFV
