You can.
You can make a VCD, SVCD, or miniDVD. All of these are made on normal CDs.
The minidvd gives you 30 mins or so of almost dvd quality video on a normal
CD.
To makde minDVD:
1. First make sure your DVD player is OK this format. many are.

2. Save your movie as DV AVI.
3. Convert it to MPEG2 using TMPGenc or bbMPEG

Note the maximum bitrate should not exceed 4Mbps.
4. Author it (make menus and chapters) using DVDAuthorGUI

5. Burn the two folders created by it using your cd burning software
(Nero?).

Not if you want DVD quality (that is no degradation from your camcorder
tape).
There is another way around this.
If you have a MiniDV tape digital camcorder, you transfer the content of
the tape to your hard drive using Movie Maker 2 which is included with XP.
You do your editing with Movie Maker 2 (or other software), save the edited
file and copy the file back on a new tape. Then you play the edited tape
with your camcorder to your TV. Top quality viewing.
Just be aware that one hour of video saved to your hard drive will make a
file of 13 GB. Make sure you have the space.
