I need to print out some photo's for passports, however they are quite
specific about size of print, and size of face within the print, can I do
this with XP, or are there any "freeware" programs able to do this ?

You need a template that will print an image
approximately 2" x 2". The following program
can do that:

Download and Install "ArcSoft PhotoPrinter
2.0 LE"...        http://tinyurl.com/53uvw
(left click the "toget" button...and yes, the
program works on Windows XP) (file name
is "pp20le.exe")

Once downloaded and installed...open the
program and choose Avery Templates /
3111. (you'll find the Avery Templates by
clicking the bottom left button and then you
can scroll through them with the bottom
buttons on the right)

Left click the "Get Photos" button and
browse to the image/s you wish to print.

If the image/s do not fit the template...left
click the "Crop Photo" button.. and choose
...1:1...(you can left click / drag the image
into the correct position so your head won't
be cut off) Also, you can resize the selection
frame by dragging the corner handles...also
you can reposition it by dragging the pointer
when it turns into a hand. When you are
satisfied with the crop...Click...OK...

Now you can left click / drag the slider to the
right until it says: 2.0 x 2.0. (right click / cut...
the images you do not wish to print)...

Click the Print button.

That should do it.

Thanks John, have managed to get a copy of Paintshop pro 9 which has done
the job nicely.
