box "Always open with" is greyed out

I have done the following but always use the selected program is greyed out..

This is a new computer with XP I really like to view my thumbnails all at
once.

Try a different way.
Open a photo folder
Click on Tools on the top bar and Folder Options
Click on the File types tab.
Scroll down the list and click on JPG and click the button Change. Select
Window Picture and Fax viewer. The "Always..." box should already have a
check in it in this window.

No this did not work.   I checked properities and it says TYPE OF FILE : FILE
not JPG.  I went back and checked on saving this photo and it came up JPG.  
Yet when it show up in my pictures it says file.  I don't understand.

Well, check this.
When you open the photo file folder, change the View from Thumbnails to
Details. Now look at the name of the file. You should see something like
this:

filename.jpg

The extension .jpg should be after the file name.
If you see only

filename

Click on Tools, Folder Options and click on the View tab. Scroll down and
remove the check in the box "Hide extension for known file type" if there is
one in the box.

Close the folder and open it again. Do you now see .jpg after the file name
or just tell me what you see for file name.

Thank you I got it.  These where pictures that I had saved from an E mail.  I
had to eventually go into my imaging program and change them all to jpg.  We
are good now.
