Can anybody tell me why every so often this program just won't open or start
up? The problem often happens after giving the program a good workout.

Which version of the Photo Editor are you using. Is this 'Picture it'?
Could you explaing what is happeneing exactly?

It has probably crashed while exiting. So it is still loaded so windows transfers to the loaded version (but it has crashed).

Press Ctrl + Alt + Delete and find and terminate Photoed on the Process list.

It is possible that it is off screen if nothing happens but the taskbar button for it appears.
