I'm not sure I understand this question but
if you open a folder, select one or more files
and look in your left pane you should see
"Copy this file" or "Copy the selected items".
Choosing this option will open your "Copy Items"
screen and allow you to browse to the folder
of choice.

That's the problem. It allows me to browse to the folder of my choice.
With most applications, whatever folder I browsed to last is the one it
goes to everytime during that session. But with Windows Picture and Fax
Viewer it always opens in the folder I'm viewing from. I'm just looking
to reduce the number of steps I have to take each time I want to save
to a folder. Maybe I'm being to picky.

True, but Windows Picture and Fax Viewer
is not an application it's a simple viewer
controlled by the shimgvw.dll file.
One option may be to open several folders
and just drag and drop the files.
Have you tried the freebie, Picasa2? You
may find it to be useful in viewing your image
files.
