XP Home SP2 Fax Console unable to send faxes and always say line b

Would software such as Ventafax or WINFAX solve this problem? I assume the
modem has issues.

12. Why do my Fax transmissions fail so often?

I've not used VentaFax, so I don't know anything about it.  WinFax hasn't
worked correctly with Windows XP since version 9 and Symantec no longer
supports it, I'd be very cautious about attempting to use it.

I figured it out. This is what I did, go to phone and modem options through
the control panel, choose the modem(double click) change the speed to 9600.
This did the trick.

"Line Busy" warning means "NO tone" sometimes.
Maybe you didn't select "TONE" or "Pulse" correctly in Telephone
and Modem Option - Location Tab , or FAX modem is
not hooked to "PHONE" jack of ADSL line splitter if you are
in ADSL connecton for internet.
