phone line turns on computer

when my phone rings, or when i plug the phone line into my computer, the computer turns on
what is up with that? is it XP or the modem
seriously confuse

Bill;
It is not Windows XP or the modem, it is the BIOS.
Go to BIOS
Look for something like "Wake on ring" normally under Power tab.
Disable it.

Check your motherboard/computer manual or contact the manufacturer for
details.
