Trying to start service remotely...

I have two computers (both Win XP Pro) both on the same workgroup.  I have
access to files on each from the other, have no problems with sharing
printers or anything else for that matter.  I've reached a point where I feel
that everything is setup correctly, but am still unable to run a service on
one computer from the other.  When I bring up the computer management
console, right click on computer management, select connect to another
computer, and type the IP address.  Everything seems to come up fine, but
when I click on the services tab I get the message "Unable to open service
control manager database on 192.168.1.149 = Error 5: Access is denied.  Any
help on this would be greatly appreciated.  I think it may be important to
note that I am running on a workgroup, not a domain.  Is there some way to
set Windows XP Pro up as a domain controller?  I was thinking maybe all I
need to do is specify the other computer's account to allow access, but I
don't think that's working either.  I tried creating a username
192.168.1.149\daddy on the other computer, but didn't like the backslash.  
Any help on this would be greatly appreicated.

Error 5 is permission error. Try to logon administrator using the same password on both computers. Can you access it now?
