vpn - create connection buttons gray out

While using the create a new connection wizard in windows xp, the window that
asked  "How do you want to connect to the network at your workplace?" has the
options grayed out (i.e Dial-up connection and virual private network
connection bottoms can't be chosen).  I'm logged into the computer as an
administrator.  What do I need to do to enable the buttons?
