Help! Can't access secure websites

I cannot access secure websites & need to repair Internet
Explorer -- according to my internet provider.  I have
Windows XP Home Edition, called Dell support & we went
through everything -- did the go back to time when it
worked, performed several other items including using the
reinstallation disk to do repair.  Nothing worked & I was
told only thing left to do was reinstall the XP operating
system -- I really don't want to have to do this as was
told this would require I reinstall all programs on my
computer & I have numerous programs installed that I use
for my business so would be a considerable task -- Any
help for another alternative would be greatly appreciated
