Where can I get XP service packs on CD (if at Microsoft,
where exactly on the website)?

Order the Windows XP Service Pack 1a CD
http://www.microsoft.com/WindowsXP/pro/downloads/servicepacks/sp1/ordercd.asp

   Or, even better, as it has both the service pack and additional
patches included:

Windows Security Update CD February 2004 Release
