"unable to log you on because of an account restriction"

when i try to log on as Administrator i get the following
error message "unable to log you on because of an account
restriction".

the files i have found all tell me to log on using another
admin account & change the administrators settings.

however as i do this the Administrator account cannot be
seen in the user list, also the administrator
files/documents cannot be seen when using explorer - not
even to say that you do not have access to these files.

any ideas how i can once again log on using the
administrators account?

If you have XP Home, you will have to use Safe Mode to log
on with the Administrator account.
