I have the same problem, and I am always logged in as the
administrator. To make matters worse, it won't let me
change some of the settings in control panel either! It's
like I am not even the administrator.

a registry cleanup/fixer utility.

You have not indicated too precisely what is not working
but you could start with a malware scan with SpyBot, Adaware
or other, as well as anti-virus, as there is malware that causes
things one might describe as you have.
