Security on the Program Files folder

How do you access the "Program Files" folder over a
network? The network is set-up as a workgroup and I can
access all other folders except it. I have set all the
permissions identical to other folders I can access. The
only thing I can see different is that the "Program Files"
folder does not inherit any permissions. Is there a
security policy of some type?

That is a "feature" of Simple Sharing mode.
You did not mention the version, Pro or Home.
If Pro, just shut of Simple sharing.  If Home I cannot
help you.
