Is there a way to set a power-on password on a Windows XP
machine? Drives me crazy when I come in and discover some
idiot has been using mine!

You can open the computer's BIOS and set a password.

or did you mean a ctrl alt delete login? that can also be
turned on in home version... poke around in the control
panel...
