SSL Secured (128-Bit) Web sites

I have been trying to access certain sites on the internet, or should I say
any sites on the internet and I  have been unable too.    I keep getting a
page that says, this page is not available, or check your browser setting. I
even have gone as far as the troubleshooting process, I printed out the
whole step by step procedure and still was unable to solve the problem. I'm
a beginner and I need somebody to explain the procedure in those terms.

You need to enable access to secure sites by going to I.E. Tools/Internet
Options/Advanced  Go down to where you see SSL 2.0 SSL 3.0 Tsl 1.0  enable
those..  Also go to Help/About IE  it should say there if you are 128bit
enabled.
