Locked User Folder

I cloned a User's HDD to save everything and after a re-
install of XP (same as original HDD's OS)I hooked up the
original in stallation HDD as a secondary in order to copy
back all the User's data. The User's profile in Documents
and Settings folder is locked and not accessible. The
other user profiles (3 total) are not locked. Is there a
way to unlocked the main user (it is an administrator)
folder to get the data out, without booting it up and
copying the data to another folder? That has worked before
but the OS is so corrupt that it takes nearly an hour to
boot even in safe mode! I am less than optimistic about
even being able to copy using that corrupt OS as a base of
operation too!
