In XP Home v5.1...

User accounts can be employed to restrict access to files/folders/programs.
Once a user is logged in, can selected folders be password protected from
access?  If so, how?  Intended need: if User A logs in, then accidentally
leaves the PC w/o logging out, critical folders should be restricted from
access by other users.

Thanks in advance!

Not natively.
But you should turn on "Password Protected Screensavers" with a short enough
timeout to alleve this fear.
