Disable right click

Is there a way of disabling the right click option 'Set as Desktop Background'?

The easiest way would be to open GPEDIT.MSC and then drill down to user
config > admin templates > desktop > active desktop > active desktop
wallpaper > and set the wallpaper with an image you specify which will
prevent the users from changing the wallpaper at all. I looked around a bit
and didn't find an option to do this specifically with just the right click
menu option.

I am trying to do the save thing with the background but I dont want any
wallpapaer and that gp wants me to pick one
