Need to find a way to lock down the Internet Explorer Options window so users
other than the administrator on XP professional will not be able to edit the
Options Page. I have designated a dummy proxy so that select user will not
have access to the web. Registry points to the file "inetcpl" correctly, I
tried renaming the file but this did not work.
