Start Button Won't Work in Safe Mode

I'm trying to reset my log-on password in Safe Mode (as per Microsoft
instructions found online), but I'm unable to access the control panel as the
Start Button doesn't seem to work.  Is there some other way to get to the
control panel?  Or is this a symptom of a bigger problem?

I'm using XP Home, SP2

CTRL + ESC should display the Start Menu.

Win key should display the Start Menu.

control will open the Control Panel.

Win key + R should open Run.  Type:    control    and hit Enter.

Ctrl + Shift + Esc should open the Task Manager.  Click File then New Task
(Run...).
Type:    control     and hit Enter.
