Firewall not setting up properly

I have been getting a notice that my computer is not protected by my
firewall.  When I try to turn it on I get this message: "Windows Firewall
settings cannot be displayed because the associatedservice is not running.  
Do you want to start the Windows Firewall/Internet connection Sharing
service."

When I click yes the next message I get is:  "Windows cannot start the
Windows Firewall/Internet Connection Sharing service.

How can I fix this problem.
