problems loading XP service pack 2

Halfway through loading I get an error message saying 'access denied' and I
get another fail loading screen and service pack 2 begins to undue the
loading. (I am signed on as the administrator).

I uninstalled Norton security and that didn't work.

Any ideas?

You receive an "Access is denied" error message when you try to install
Windows XP Service Pack 2
