When you set it up, you should've been able to a) pick the administrator
password (if it's XP Pro) or at least b) set up a new account with
administrative privileges. If that doesn't describe your situation, and this
is a used PC, you should do a clean install of XP, rather than using
whatever came with it. This is a very important thing to do!

http://www.michaelstevenstech.com/cleanxpinstall.html will help.

If this is *not* a used PC, please post back with more detail. By default,
new user accounts you create in XP are administrators.
