My computer has been completely destroyed by viruses, so I am going to
need to reinstall Windows XP.
What is the best way to reformat my hard drive?

Boot from the XP CD. Delete then recreate your partitions and it will then
give you the chance to format the new partitions.
Make sure your BIOS is set to boot from the CD before booting from the hard
drive.

First, re-installing will do no good until you learn basic computer security
to protect yourself from Viruses and other malware. You need to have a
reputable antivirus program installed and it must be kept updated. This is
not only for your protection; when infected, your computer becomes a vector
for infecting other weakly protected computers, and everyone in your email
address book, etc.
The Windows XP CD is bootable. Set your BIOS to boot from the CD, and when
it boots, simply delete the primary partition that windows is installed in,
and then let the CD format and install to that same partition.
Again...you need to have Virus protection.
