Right click the taskbar, then click to clear the Lock Taskbar option.
Left click, in the middle of the Taskbar, hold down the button and drag the
Taskbar down to the bottom.
Right click the taskbar, then click Lock the Taskbar.
Now it can't be moved or resized unless the Lock Taskbar option is cleared
again.

The taskbar is unlocked, but left clicking and holding the middle
doesn't "grab" it
for dragging. That's the problem.

Got it!
I've been double tapping the touch pad so long that I can no longer
remember
what a right click and left click are!
