GuiRunOnce in WINNT.SIF

Hi
there is  command  %systemdrive%\hotfixes.cmd in [GuiRunOnce] in WINNT.SIF.
There is hotfixes.cmd under $OEM$\$1.
It says At the installation   c:\hotfixes could not find

Is there a directory in $OEM$\$1 called hotfixes. The way the OEM file
structure is anything in that $1 will be copied to the C:\. So if there is a
folder called hotfixes with hotfixes in it for the hotfixes.cmd then it will
pull the hotfixes from there. I am thinking that there isn't a HOTFIXES
directory in the $OEM$/$1 path.
