Multiples paper trays on HP 1320 TN

Using a dos program in windows 98 my program prints both copies out of the
top tray. Using a XP workstaion with the same program it prints properly ie:
one from top tray and 1 from lower tray. I there a command or code to make
the 98 stations print 1 copy from each tray ? HP says it is a Microsoft
[roblem.

DOS programs print directly to the port, the Windows driver shouldn't be part
of the process.

However, there was a port-setting 'spool DOS print jobs' in Win9x that
caused all sorts of troubles, and was best turned off. Might this be the
trouble?
