Does Windows PE support WinINet with SSL?

I have tried to use WinINet to do HTTP download in Windows PE and it
works. But for HTTPS download, it fails. The error message is:

error -2146893051 (0x80090305, SEC_E_SECPKG_NOT_FOUND) (The requested
security package does not exist) in HttpSendRequest
------

Does Windows PE support WinINet with SSL?

FWIK nope, but you can add OpenSSL to WinPE
