Manifest Parse Error on install

Brand new installation, fresh install, formatted. Installs files, restarts to
finish installation and following error message appears.
Fatal error
Manifest parse Error: Invalid at the top level of the Document
One of the components that windows needs to continue setup could not be
installed
Error:SXS.DLL: Syntax error in mainfest or Policy File
"D:\English\WinXP\home\I386\asms\1000\MFST\Windows\GDIPlus\GDIPlus.Man

Error: Installation Failed D:\English\WinXP\Home\I386\asms
Error Message: Manifest Parse Error: Invalid at the top level of the document.

This is brand new copy of windows xp home Full version bought today.

What are the chances that this can happen twice?  I borrowed a disk frm a
friend yesterday and the same thing happened. That is why I went purchase a
copy today at Best Buy, I hope they will exchange it.
