XP setup blank screen

I've been working on this for quite some time, and I keep running into
roadblocks. Any suggestions would be helpful. I will attempt to summarize all
the things I have tried.

I am attempting to clean install XP Home to a (semi) new system. New mobo
(PCChips P23G v3.0); new Intel Celeron D 3.2MHz processor; one new stick
512mb US Modular DDRII; new EIDE Seagate 250GB HD; -these are all upgrades to
an existing case with existing 300W p/s; floppy; CD-ROM.
PROBLEM: setup loads files as normal, then reboots. When it comes back up
and the GUI phase is suppose to start, it goes to a blank screen and nothing
else happens.
I have tried different memory, different (older) HD; I've tried making
changes to the BIOS (new board that is suppose to be XP compatible, but tried
it anyway. -onboard video, sound, etc. No extra cards installed. Very minimal
system); I've tried setup by booting from the CD, booting from floppies,
xcopying I386 to the harddrive; I've tried loading an old version of Windows
98! and then doing an "upgrade" (actually a new install is the only option-
it is an OEM version of XP Home, not an upgrade; full version I bought
myself, not Dell or HP, etc).
I've tried making a smaller partition, full format, and loading to that.
I've tried making a 4GB FAT32 partition, xcopying i386 to that, and running
winnt.
I've built systems before with XP pro (and older) and have never had
anything close to the problems with this one. Any suggestions? Thank you.

Update: for everybody's benefit
After much head scratching, I started install from the beginning with a
blank HD; at the message where it says Press F6 to install third party SCSI
driver...etc, I pressed F5; this allows you to select the HAL; I selected
ACPI Uniprocessor PC, and the rest of the install went without a hitch.
XP install must have chosen an incorrect HAL.
