.NET 2.0 Runtime Install Problem

I am running WinXP Professional, up-to-date, on a recently configured clean
system.

I installed .NET 2.0. I downloaded the Security fixes and the update process
began. My system hung. On restart, the updates repeatedly failed. I
uninstalled .NET, restarted, and attempted to re-install. I get the following
error:

Error 25015.Failed to install assembly
'C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\IEHost.dll' because of system
error: The system cannot find the path specified.

I tried uninstalling and reinstalling IE7. No change. I now cannot install
.NET and thus the application that depends on it. I'm stuck. Help?

For .NET 2.0,get the hotfix:913047

How can I apply a hotfix if I cannot install .NET?
