Keyboard characters display é in    stead of Apostrophe (')

I am using Microsoft Windows XP Media Center Edition.

My keyboard is displaying an é instead of an apostrophe(') and an É instead
of a double quote (").  I checked the Regional Language and it is correct
(English-Canada).

Is there a driver I should be loading?

In the Regional and Language Options click on the Languages tab and then
click on the Details button and check the keyboard IME that you are
using.  You can add or remove them there.  The selected Regional
Language can use any keyboard layout.
