Post Sysprep missing files

Hello All--

I am encountering a strange situation with a particular HP model workstation
we are deploying in our organization.  Essentially, during the mini-setup
wizard (the very beginning) a missing-file dialog appears which states that
C_20127.nls is missing.  This does not occur with every image we create.  
Does anyone have any ideas what could be causing this (i.e. driver signing,
missing files, etc.)?

I've seen the issue with 'missing' files issue when making custom bootable
install CDs because ~ and _ and - all look the same to setup but setup is
looking for a different one.  That file you mentioned is related to a
language setting if I'm correct.  Either way, I'd double-check the filenames.
